Please limit your expressions of personal freedom to the resort zone beaches which allow such behavior. I too scheduled a family vacation in Playa for November and it was after I booked it that I was told it didn't matter about the laws and that we would see topless sun bathers. There is a turtle sanctuary named Xcacel- Xcalito near kilometer south of Akumal but north of Xel-Ha. And they are right. You do live and learn but I have to explain all of this to my 6 year old and 78 year old grandma and 75 year old aunt who have never been anywhere tropical before who are coming down there with my husband and I. Only a relatively small percentage of visitors to our beaches go topless, but it is still a significant number of women who feel at ease in just a swimsuit bottom on the beach, in the water and occasionally at the beach bars.

There are some rental beach bungalows here for tanning and walking. If you reach Mareazul and Royal Haciendas, you have gone too far. Hidden beach, get it? The fee is 10 pesos or one dollar for each person and there are pay toilets. It has been viewed by thousands so far and is still viewed by close to people a month. Even though is not a gay beach, you will find plenty of gay people around. It seems our little stretch of tropical heaven is the Mecca for folks wanting to bare all on the beach.

Further north there is much less development and the beaches are primarily deserted, but safe to go to on your own. There are some rental beach bungalows here for tanning and walking. That option is no longer available. It is a very up-scale, private security controlled area of lush all-inclusive resorts, some shops, golf course, many private condos and homes.
